Situation

The program needed a public site that satisfied the usual government checklist, but PDFs could not remain the only place the truth lived. Accessibility and plain-language expectations were real, not optional.

What we focused on

  • Custom theme: Components built for keyboard and screen reader flows, no overlay “fixes.”
  • Content parity: Key PDFs mirrored as HTML with clear update ownership.
  • Forms: Accessible multi-step applications with error recovery, tested with real users.

Outcome

Smoother assessment process for applicants and fewer accessibility exceptions in review.
